Here is the press release: Oregon: New Hunting Programs Proposed for Three Wildlife Refuges New Hunting Programs Proposed for Three Wildlife Refuges The US Fish and Wildlife Service has released draft management plans for the Bandon Marsh, Nestucca Bay, and Siletz Bay National Wildlife Refuges to guide management of these refuges for the next 15 years. The Refuges are located in Coos, Tillamook, and Lincoln Counties. The Service proposes to expand waterfowl hunting on Bandon Marsh by allowing hunting on 300 acres of the Ni-les'tun Unit in addition to the present program that allows hunting seven-days-a-week on the 256 acre-Bandon Marsh Unit. Alternative B would allow seven-days-a-week of new hunting on the Ni-les'tun Unit vs. Alternative C which would reduce that to three-days-a-week. A waterfowl hunting program is planned for Nestucca Bay on 180 acres at Brooten Marsh, 33 acres at the mouth of the Little Nestucca River, and 82 acres at the Little Nestucca Restoration Site under Alternative B. However, under Alternative C, the Restoration Site would not be open to hunting. The nearly 2000-acre Siletz Refuge would be open to waterfowl hunting seven-days-a-week on 80 acres west of Highway 101, as well as three-days-a-week on 225 acres north and south of Millport Slough and east of Highway 101. Slight changes to the proposed waterfowl program are made in Alternative C. More information about the management plans for these refuges and the hunting opportunities being offered can be found at http://www.fws.gov/oregoncoast/CCP_NES_SLZ_BDM.htm. Public comments are invited until October 22nd and can be emailed to [email protected]. Please include "Bandon Marsh, Nestucca Bay, and Siletz Bay draft CCP and EA" in the subject line. Hunter support through public comment is extremely important in order to keep Federal wildlife refuges open to hunting and encouraging the Service to enhance and expand hunting opportunities. Please take a few minutes to email your comments to the Service. | Here was my reply to the NRA with the email address to send your own reply. NRA Contact information: [email protected] Hello, I'm a lifelong member of the NRA and in the last press release your group talked about the wonderful plans by the USFWS to open up the Bandon Marsh Refuge to hunting. http://www.nraila.org/legislation/state-legislation/2012/9/oregon-new-hunting-programs-proposed-for-three-wildlife-refuges.aspx Here is the problem. The USFWS is in the middle of a huge land grab and is going to expand that refuge to 4500 acres and destroy farms and ranches in the process. This is The Service out of control and your group is complicit in promoting this federal land grab. I like hunting, but not at the cost to family and friends or the local economy and our local way of life----just so birdwatchers and environmentalist can have a bird watching resort. The Service is known for not keeping their pomises, so it would be better to keep that property in the hands of private owners....then we might get the chance to hunt. Please read the enclosed attachments for more info and please get back to me ASAP. My contact information is below. The group gathered 240 qualifying signatures of the 179 signatures needed to put the measure on the ballot, and now the voters can decide if the people of Bandon are in need of more restrictions on the property owner. The measure will be on the ballot in the March 12, 2013 election. PUBLIC REMINDER: The US Fish & Wildlife Service recently released the Comprehensive Conservation Plan (CCP) for the Bandon Marsh Refuge. The Refuge Managers developed the plan as a way to create a new National Wildlife Refuge System. Simultaneously with the release of the CCP, The Service mailed out the National Refuge Planning Update #3 in September 2012, which was what most residents received. In this current issue of the Update the original Bandon marsh expansion of 4500 acres is noticeably missing in Alternative C. That was one of three alternative plans for the marsh and the expansion was in that third choice. On the last page of the update The Service has an email and a mailing address for public comment on this new alternative, which is DUE BY OCTOBER 22, 2012. However, The Service is asking the public to comment on what is in the new planning update without mentioning their plans in the CCP. This is deceptive on the part of The US Fish & Wildlife The entire expansion of the Bandon marsh is on Page 20-22 of the first chapter of the CCP. The Services has relabeled the planned expansion, but make no mistake, it is the same plan as the original Alternative C. Nothing has changed. The planned expansion is now in a Land Protection Planning (LPP) process. Under this plan, The Service will study options for expanding the approved refuge adjacent to and upstream from the existing boundary. The US Fish & Wildlife is determined to acquire every inch of the original planned expansion until they own most of the Coquille Valley. The only way to respond to The Service is to continue to repeat the same three demands. Tell The Service “NO” to any expansion of the Bandon Marsh, not one inch, not one more acre. Tell them “NO” to any placement of a PROTECTIVE ZONE around the marsh and/or the adjoining area. And, tell The US Fish & Wildlife Service that they must return the current Bandon Marsh Refuge over to the county’s Board of Commissioners and then the Service must leave the county. They have already tirelessly educated many in the public on the harms of turning productive farms and ranches into wetlands and the need for more agriculture. The organization has been traveling the county presenting the facts of the situation to governmental and nongovernmental functions---all in an effort to end this federal land grab. The members of Coos County Today were responsible for getting the Advisory Question about the Bandon Marsh expansion on the November ballot and we will continue to be active afterwards. There are plans to elevate this fight to the state and federal level and that is where your help will be required. It is getting very expensive to print material, rent rooms for public meetings, purchase government information and the accruing legal fees. This January we plan to have several members of the group lobbing in the state legislature for more laws protecting private property rights. Your contributions will help continue the lifestyle of the Coquille Valley for current and future generations. Not only will it help Coos County, but it will help every county in Oregon that is facing the destruction of the private property market. More than that, can you imagine applying for, and accepting, a job position then spending your time in that job waiting for your appointed committee to tell you what should be done? On top of that, your hand-picked committee simply tells you to hire yourself someone who knows how to do your job? Does that sound like a fairy tale? Ask your present and would-be commissioners where they stand on hiring an administrator (with your money) because that is what the Coos County commissioners' November ballot measure 6-144 is all about, hiring an unelected person to do their job. Hey Everyone, July 10, 2012 Charleston, OR the Board of Commissioners met at the OIMB Boathouse for the first regular meeting after Independence Day. It would have been another ordinary meeting with few items on the agenda, but there was one very controversial item. The topic of the Governance Committee Report and the BOC’s next step had filled the room with people eager to hear how the board was going to proceed with this issue. Commissioner Parry opened the discussion to public comment where several citizens proclaimed their opposition to the creation of a County Administrator position. One person "me" informed the Commissioners that there was a group of citizens ready to file a referendum petition if the Board voted to create this new county manager position without going to a public vote. There was only one person who spoke in favor of this new position and that person was a member of the Governance Committee. After a brief public discussion Commissioner Parry made a motion to create a county Administrator and increase the Board to five Commissioners. Then Parry explained that he would want to put that question on the ballot in the November election, so the electorate could decide whether or not there should be an administrative change to the way the county is structured. These new commissioners would be elected at large and not from districts. Commissioner Bob Main opposed the idea and suggested the group go through the regular process of filling an Initiative Petition to put this issue on the ballot. He also thought putting this measure on the ballot was not fair to other groups who have asked the Board to put their initiatives on the ballot and was denied. Commissioner Fred Messerle was supportive of the idea of an administrator position being created and seconded the motion to draw up the ordinance. The motion passed with Parry and Messerle voting in favor of the measure, Commissioner Bob Main voted against it. That seems to be a rare instance. Personally I like our Constitutional Republic as is now the law, whether or not they follow it. It seems to be the trend these days for the government to 'micro-manage ' the citizens. If they are going to insist upon taking our money, our assets, our time and our lives from us without even a by-your-leave it seems to me appropriate for the citizens to require a 'contract' that limits what they can do without our approval. I have read it through and appreciate the time and thought that has gone into drawing it up. I wish all citizens would take their government as seriously as you do. You are to be commended for your participation. Having said that, I have serious reservations about the charter. There are some specifics that I would like to discuss with you, but my general concerns are that the proposed charter would make county government very unresponsive and that it works against the sentiment of most people I talk to who are content with the concept of a representative democracy. The charter in many ways almost returns us to the time the Greeks first developed the concept of a democracy when matters of government were put to a vote of the citizens. Over the years that has, in all instances of which I am aware, evolved to a representative form of democracy in which matters of government, within specified limits, are turned over to elected officials.-- Thanks again for all you have done and for sending me a copy of the proposed charter. At a county BOC meeting in March we were able to get the county’s Board of Commissioners to pass a Resolution against the Bandon Marsh Expansion, which was a good victory. Well, in the last county meeting we were able to convince the commissioners to put that question up for an advisory vote for this November’s general election. Now, the people of Coos County will get to show their support for the farmers, ranchers, and property owners living inside the intended expansion area and for the economy of the surrounding area.
